Founded by recently retired Chief Superintendent Phil Dolby, Smarter Response Ltd brings 30 years of police command experience to help educational leaders safely manage crises or other challenging incidents with clarity and calm.
From Policing Expertise to Educational Readiness
Smarter Response Ltd™ was born from a real crisis. While responding to a serious incident at a secondary academy during a lockdown, Phil Dolby saw the immense pressure education leaders were under.
Once the immediate threat was managed and the lockdown lifted, a new crisis erupted: a volatile crowd of distressed parents gathered at the school gates, demanding access and answers. The leadership team (committed and capable professionals) suddenly faced:
- public disorder on school grounds
- safeguarding risks
- injured pupils
- threats to staff
- subsequent media coverage
- the aftermath of trauma for pupils and staff
In that moment, drawing on three decades of commanding major and complex emergencies, Phil realised he was uniquely placed to help.
He has since developed a practical package of tools and models for leadership teams, adapting proven police command frameworks to the education setting. Over 200 senior education leaders have already experienced it, with outstanding feedback and a clear message: this solution is needed everywhere.

Phil Dolby is the founder of Smarter Response Ltd and a recently retired Chief Superintendent from West Midlands Police with over 30 years of front-line operational, tactical and strategic leadership experience.
He is now dedicated to a crucial mission: helping leaders and their staff in schools, colleges, trusts and universities manage a crisis with clarity, with confidence and with proven tools and methodologies.
Phil's Credentials:
Phil has spent his career making decisions in moments when clarity and calm mattered most. From coordinating multi-agency emergency responses to protecting communities through major incidents and complex operations, he knows the weight of leadership under pressure. Today, he brings that experience to the education sector as he helps senior leaders and their teams feel prepared, not overwhelmed, when the unexpected happens.
What Phil Brings from Policing to Education
Policing, Leadership and Command
Phil’s expertise isn’t theoretical – it was forged across three decades of leading some of the UK’s most complex and high-pressure emergencies. He has:
- led multi-agency responses to major incidents with national implications
- commanded complex public order operations and large-scale events
- operated as a Tactical Firearms Commander in high-risk environments
- specialised in CBRN response
- led departments of up to 1,000 personnel with significant budgets
His experience is not theoretical.
It is grounded in real decisions made under pressure, where outcomes mattered.
He served for ten years as a school governor, including Vice Chair at an Outstanding Primary School as it transitioned into an Academy.
He was the 4-year Chair of the Walsall Community Safety Partnership, leading work such as tackling knife crime, serious youth violence, domestic abuse and counter terrorism. He was also one of the Executive leaders of the Walsall Safeguarding Partnership.
