A few years ago, I was called to a secondary academy during a lockdown. As a Police Chief Superintendent with over 30 years of experience commanding major emergencies, I knew what to expect from my teams. But what I witnessed from the education leaders that day stopped me in my tracks.
Once the immediate threat was managed and the lockdown lifted, the real crisis began.
A crowd of distressed, frightened parents gathered at the school gates. They were demanding access. Demanding answers. Some were becoming aggressive. Inside, you had injured pupils, traumatised staff, and a leadership team suddenly facing public disorder, safeguarding risks, and the very real prospect of media scrutiny – all while trying to manage the aftermath of trauma.
The weight on those leaders was immense. And it was a weight they were never trained to carry.
They had plans. They had procedures. But what they didn’t have was a command structure – a clear, repeatable way of making decisions under pressure when time is short and information is incomplete.
The Gap Between ‘Having a Plan’ and ‘Leading a Response’
Over my career, I’ve led multi-agency Gold Command responses, tactical firearms operations, and public order situations involving thousands of people. In policing, we don’t just write a plan and put it on a shelf. We train in structured decision-making constantly. We rehearse. We know who makes the call when the lights go out.
In education, I see the opposite.
I speak to Headteachers, MAT CEOs, and college principals who are brilliant educators but who lie awake at night worrying about the “what ifs.” What if a parent becomes aggressive? What if there’s a serious accident on a trip? What if we face a cyber incident or, under Martyn’s Law, a terrorist attack?
Most organisations have a risk register. Few have a confident, living structure for how decisions are made, who communicates what, and how the team coordinates when the pressure is on.
Without that clarity, three things happen:
