Smarter Response Ltd™ was founded by Phil Dolby, a senior police leader with over 30 years of experience managing complex, high-pressure incidents.
His career was defined by making decisions when clarity was limited, time was compressed and consequences were significant.
Today, that experience is applied to retail environments — helping organisations maintain control, protect people and preserve trading when normal processes begin to break down.
Why Smarter Response exists

Phil Dolby is a recently retired Chief Superintendent from West Midlands Police, with over 30 years of operational, tactical and strategic leadership experience. He has:
- led multi-agency responses to major incidents with national implications
- commanded complex public order operations and large-scale events
- operated as a Tactical Firearms Commander in high-risk environments
- specialised in CBRN response
- led departments of up to 1,000 personnel with significant budgets
His experience is not theoretical.
